syndactyly

Syndactyly means that the fingers or toes are joined together at birth (webbed). This may be an isolated malformation, or associated with other congenital defects, for example Poland syndrome. Partial syndactyly (partial webbing) of toes 3 and 4 as an isolated finding seems fairly common in my experience. It is of no concern whatsoever.
